Download EasyPHP and install.


Start EasyPHP. Go to localhost in a browser to make sure it is up and working


Directory for the webserver is the www directory under your Easy PHP install


Download the project from http://www.1stwebdesigner.com/css/how-to-create-php-website-template/

I placed the project under C:\Projects and set up an Alias in the Apache config to point to that project directory
